Code Crusader IDE provides a great value and includes both Code Crusader and Code Medic!

Supports any version control system that provides a command line interface.
By default, Code Crusader configures itself for CVS, the de-facto standard, but it is very easy to switch this to Subversion or some other version control system.
Compare Files dialog provides interface to cvs diff.
Supports CVS commit via the --cvs-commit command line option.
